    VP LENI: Maraming salamat Gov. Lalo. Magandang hapon po sa inyong lahat. Ayan, bago po ako magpatuloy, ang aking pagbigay galang sa mga opisyal na kasama po natin. Siyempre unang una, 'yung ating pinakamamahal na Governor palakpakan po natin Gov. Lalo Matugas, at ang akin pong laging pinupuntahan pag pumunta po ako ng Surigao del Norte, former Governor Dr. Sol Matugas. The members of the provincial board who are present this afternoon, siyempre, 'yung ating batang bata pero napakahusay na City Mayor, Mayor Estong Matugas. The members of the city council who are present this afternoon, all the other mayors who are present, sa pangununa po ng aking kamag-anak, palakpakan po natin Mayor Liza Resurreccion ng Pilar, President ng League of Municipalities of the Philippines. All the regional and provincial officials, directors, and staff, 'yung lahat pong mga mayors, vice mayors, members of all the sangguniang panlalawigan, panlungsod and sangguniang bayan.

    'Yung atin pong mga barangay captains, all the other barangay officials, 'yung ating mga SK Chairman and SK Kagawads, all our barangay leaders who are present, members of the provincial gender and development coordinating council, and all the awardees of the women of distinction award, congratulations po sa inyo. At siyempre, kailangan din nating parangalan kasi napakadami ding sakrispisyo para sa atin, all our DepEd divisions superintendents and teachers who are here with us. Kasama din po natin, the sectoral representatives from our IP Communities. The Mamanwa tribe of Barangay Mat-i, Surigao City. 'Yung lahat pong mga representatives of all the towns of Surigao del Norte, magandang magandang hapon pong muli sa inyo.

    Alam niyo po, it is very good to be back during happier times. Parang bawat punta ko po dito, may sakuna na nangyayari. 'Yung pag-attend ko ng Teacher's Congress, happy time din 'yun but that was in 2016, pero 'yung sunod ko pong pagpunta after the earthquake, yung nakita niyo pong footage kanina, that was when I visited during the earthquake. Noong nagkaroon po ng sunod sunod na lindol dito, we sent a team to do relief operations. 'Yung team po namin halos isang buwan dito sa Surigao del Norte to assist all the municipalities and the city itself na affected. After typhoon Odette, two days after typhoon Odette, I was here. Tapos bumalik po ulit kami, bumalik ulit kami a few weeks after to bring housing materials. 'Yung amin pong team, I would like to also thanks and commend our team, hindi lang po 'yung team from the Office of the Vice President, but all our volunteers dahil wala pong Christmas, walang New Year, sunod sunod 'yung relief operations na ginawa. Nagpapasalamat po ako sa lahat ng mga tumulong sa amin.

    I am happy that I am back, and Surigao City is looking much much better than the last time I was here. 'Yung Siargao po, dalawang beses kong binisita, I was also in Dinagat Islands three times dahil gumagawa tayo ng relief operations.

    Pero ngayon, it such an honor to be invited so Gov lalo, thank you very much for inviting me over in such a very important occasion and 'yung occasion natin is to honor, is to honor outstanding Women's Surigaonons who have demonstrated leadership, who have inspired us with the work that they do, who gave us hope na 'yung mga kababaihan talagang nasasandalan lahat na oras. Ang akin pong panaginip para sa ating mga kababaihan na sana hindi lang during Women's Month tayo napapansin. Sana 'yung lahat na sakripisyo nating mga kababaihan, each and everyday of our lives nabibigyan ng halaga dahil po tayo mga kababaihan, we have been doing multiple roles mula noong tayo ay bata pa pero kadalasan ay taken for granted tayo di ba?

    Sa mga bahay natin, lalo na 'yung may mga asawa at anak na, tayo 'yung pinakaunang gumising sa umaga to make sure that everyone is taken cared of. Magtatrabaho tayo buong araw, pag-uwi natin sa gabi, magmamadali tayong umuwi kasi gagawa pa tayo ng household chores. Tayo 'yung pinakahuling matutulog. Hindi tayo natutulog hanggang hindi maayos lahat. The following day, 'yun na naman 'yung gagawin natin, pero minsan, underappreciated tayo. Kaya natutuwa po ako na 'yung provincial government of Suriago del Norte has been honoring outstanding women dahil ito 'yung magbibigay ng laklas at inspirasyon sa lahat ng mga kababaihan na nagdadaan sa kahirapan, to give them more strength na mag-iinspire sa lahat ng lalo pang mag-strive hindi para pansinin pero para lalong maka-contribute sa society.

    Marami po tayong kailangan asikasuhin. As far as education concerned, kukunin ko na po 'yung opportunity kasi maraming mga educators na nandito. Pag tayo po ay binigyan ng pagkakataon manilbihan bilang Pangulo, 'yung education is a– it will be the focus of our work as president. Parati ko po itong inuulit na kailangan tutukan na 'yung education sector. Mauuna doon 'yung budget, 'yung budget po natin sa education, nasa may 3% lang tayo of GDP. Ang United Nations na recommended budget should be at least 6% of GDP. So, kailangan doblehanin atin ang budget. At pag sinabi po nating aasikasuhin natin ang education, hindi lang antin pinag-uusapan dito 'yung infrastructure gaya ng mga classrooms, ng iba pang pangangailangan. Pero 'yung first and foremost, sisiguraduhin natin na 'yung mga teachers natin, naaasikaso dahil overworked, underpaid, tapos lahat na obligasyon, nasa atin. 'Yung akin pong proposal ay hindi lang sweldo 'yung tataasan, hindi lang benefits 'yung tataasan pero dapat, alagaan. Meaning to say, ngayon hindi lang kayo nagtuturo, pero ang daming requirements sa inyo mga administrative work na kailangan niyong gawin, dapat sana hindi na para ang focus niyo nasa pagturo na lang.

    'Yung self improvement, ngayon pag magma-masters kayo o magfe-further studies, kayo pa 'yung sasalo ng obligasyon makapag-aral, dapat sana, gobyerno na 'yung tutulong sa inyo. Dahil pag inalagaan natin 'yung ating mga teachers, sino 'yung makikinabang? 'Yung mga estudyante din natin. Pag hindi natin inalagaan 'yung ating teachers, ang masa-sacrifice naman 'yung mga estudyante din natin. So that will be a focus. Kanina po kinukuwento ko kay Gov. Sol, I am so happy about the projects that we launched this afternoon, 'yung pag-asikaso ng mga barangay roads, 'yung mga pag-asikaso ng mga pangangailangan ng mga barangay. Sino po naalala niyo na 'yung asawa ko was DILG secretary before he died, and 'yung passion po talaga ng asawa ko, 'yung strengthening ng local government units, especially the barangays.

    Hindi ko po alam kung naalala iyo 'yung BUB, naalala niyo pa po ba 'yung BUB? That was started during the time of my husband. Pag binigyan po ako ng pagkakataon, ibabaliik po natin 'yung BUB para siguraduhin natin na may say hindi lang 'yung mga cities and municipalities pero dapat 'yung BUB mag-uumpisa sa barangay level para may say 'yung barangay kung ano 'yung mga proyektong kailangan niya at natutukan nito, without you having to beg and to ask from the national government. Marami po tayong mga barangay workers dito, nandito 'yung mga tanod– aside from the barangay officials, nandito po 'yung mga BHW, nandito 'yung mga BNS, isa din pong mga overworked saka underpaid. Napakarami ng trabaho pero napaka kaunti ng remuneration pero lahat kayo, kailangan bigyan pugay din dahil kayo, hindi niyo tinitingnan kung gaano kataas 'yung sweldo o gaano kababa 'yung sweldo. Basta kinakailangan 'yung inyong serbisyo ay nandiyan kayo all the time.

    Noong ako po ay nasa Congress, nagpasa po ako ng panukalang batas para tutukan 'yung mga barangay volunteer workers na ma-professionalize para 'yung sweldo naman nila, ay akma sa kanilang trabaho. At pag tayo po ay binigyan ng pagkakataon, tututukan natin 'yun. 'Yung kanina pong programa, hindi lang 'yung sa barangay roads pero pati 'yung nutrisiyon ng pregnant women, alam po natin na napakahalaga nito. 'Yung mga teachers natin, alam ito, na kahit anong gawin mo, pag stunted 'yung bata talagang mahina 'yung pag-aaral. Kaya natutuwa po ako na you are giving premium on the health of the pregnant mother kasi pag malnourished 'yung nanay, magiging malnourished din 'yung anak, and alam po natin, na ang stunting after 5 years old, irreversible na siya.

    So we will give focus on nutrition lalo na sa first 1000 days, and that starts while the unborn child is in the womb of the mother. So ang dami ko pong inspirasyon na napupulot ngayong hapon, including the stories of our awardees na dapat talagang parangalan dahil sila 'yung magbibigay sa atin ng pag-asa at inspirasyon. So sa inyo pong lahat, I am very happy to be back in Surigao del Norte. Patuloy po akong babalik balik pag kailangan niyo kami. During the pandemic, marami po kaming proyekto dito dahil tinutulungan po natin 'yung mga ospital sa mga pangangailangan na PPE sets saka mga medical supplies. Meron po tayong fishing community na tinutulungan, bibisitahin po namin ni Gov. saka ni Mayor bukas. Ito po 'yung mga fishing community na tinutulungan natin for sustainable livelihood and training program. Pero hindi po namin ito magagawa without your help, without your cooperation. So hayaan niyo po akong pasalamatan kayo sa lahat pong tulong na binibigay niyo sa aming opisina, nagagawa po namin ng husay 'yung aming trabaho dahil sa inyo. So Happy Women's Month, Happy Women's Day to all the women here. Saka sa mga kalalakihan, salamat din sa pagiging katuwang namin sa aming trabaho. Mabuhay po kayong lahat.
