At 10:30 am, the Vice President attended the National NGO Program on Humanitarian Leadership (NNPHL) in Eugenio Lopez Center, Antipolo. The NNPHL is funded by the Office of U.S. Foreign Disaster Assistance. It is a program that aims to equip humanitarian professionals working for non-governmental or community-based organizations in humanitarian settings with the necessary skills, knowledge, and confidence to take on responsibilities that will improve the delivery of services to those in need of humanitarian assistance.
In her message, the Vice President talked about the value of shared leadership that can help in having decisive and responsive leaders in disaster management. “Governance is no longer about government alone. It is about different sectors, agencies, and local government units working together to become resilient against any challenges that may come their way. It is about giving valuable stakeholders a space at the meeting table. It is about listening to their struggles and giving them a voice in matters that deal with public policy. And we have to do all of these—consistently—before any disaster strikes so that we are truly prepared.”
