    VP LENI: Ano ‘yong basic na data na iyan. Number 1, ano ba ‘yong government properties na available for housing.

    Tapos number 2, ano ba ‘yong inventory ng informal settlers family. Inventory din ng lahat ng nangangailangan ng housing. Parang hindi siya available as one data.

    Available siya sa iba-ibang agencies, available siya sa iba-ibang LGUs. So ang pinaka-thrust ngayon, pag-isahin lahat ngayon. Tapos dapat ang HUDCC mayroong data.

    Q: Ano ‘yong latest na mayroon kayo? Pero that’s the time of Binay na rin Ma’am?

    VP LENI: 2011 pa. Oo. Iyong pinaka-latest data, walang data ng government properties available. Pero ‘yong pinaka-latest na data ng NHA ng informal settlers families, iyon ang 1.4 million.

    Tapos all the rest are just estimates. Iyong na-present ko kanina na 5.6 million that’s just the estimate of the backlog as of end of 2016. And that estimate was made after the Housing Summit conducted.

    Iyan ‘yong sinasabi ni Sen. JV, that last year they had a Housing Summit and it lasted for 9 months. Maganda iyong product nung Housing Summit. It’s actually what we have right now. Pati ang recommendations on how to move forward nandoon iyon.

    And sabi ko sa Office, kung iyon ang available, ‘yon muna ang gamitin namin ngayon. But we need really the hard data on ano ‘yong properties na available.

    Kasi paano kami makakapagplano kung wala kaming idea. Last year, si Executive Secretary Ochoa, issued a memorandum circular requiring all government agencies to submit, ‘yong kanya-kanya respective inventory of government housing. Pero kakaunti lang ang nag-comply.

    Q: How did the admin of VP Binay worked on it kung walang data?

    VP LENI: Actually, wala akong idea kung papaano. Pero there was no comprehensive roadmap. Ang pinaka-roadmap now is the product of the Housing Summit.

    Q: Backlog considering binabaan ang budget for 2017?

    VP LENI: Actually, we spoke with, we had several meetings already with DBM. Kasi para ‘yong DBM kasi mayroon siyang parang formula, na iyong absorbtipve capacity of the agencies kung hindi mo ma-utilize nang maayos ‘yong dati, siyempre bababaan ang budget mo. But SHFC was able to present already yesterday with DBM and DBM promised to look into it. Iyong sa akin naman while kailangan natin ng pondo, I think at this time mas mahalaga munang ayusin natin ang sistema.     Q: DBM on project of private sector na 25 million

    VP LENI: Ano kasi iyon, parang ang sabi ng DBM they already, they were working on it already. Ang problema lang nila hindi sila maka-release kasi 7 million ang alam nila, 25 million na ang sinisingil.

    Pero tinitingnan yata na nila kung may basis ‘yong 25 million. Pero they promised to look into it as soon as possible

    Q: Expound on what you said that the status quo is not working and how does the proposal to create a singular department to address that?

    VP LENI: The current status quo is not working. Kasi unang-una, we have a 5.6 million backlog so di nag-wowork ang ating housing direction, housing program.

    One of the reasons really is institutional. Iyong HUDCC has not been able to function really well because it does not have enough mandate to streamline all the agencies under it kasi if you look at the structure supposedly, six shelter agencies are under it supposedly but if you look at the mandate of HUDCC, it does not have the mandate to organize and streamline the agencies.

    Siya lang iyong chairman ng mga agencies pero kapag may gusto siyang ipabago sa mga ahensiya, HUDCC can’t do that. With the Department of Housing, I hope that it can be remedied.

    Ngayon ang dami na naming, gusto na namin to act on it pero hindi kami maka-act kasi wala kaming mandate kaya we go to Malacanang. Pero Malacanang is so also swamped with so much.

    Iyong key shelter agencies wala pang appointments, wala pang heads. Pero sabi ko sa staff hindi puwedeng wala kaming ginagawa habang naghihintay. Kailangang may gawin na kami.

    Actually my days now are filled with mostly housing kasi doon talaga seemingly insurmountable, pero kung malaki naman ang suporta at malaki talaga ang suporta ni presidente at sa isang Cabinet meeting I brought to his attention the ills of housing and the DBM Secretary expressed his support na masusuportahan ito ng budget.

    With this kind of support, nakita naman natin na ang Senado, the committee is very supportive. I think the House also is.

    I haven’t talked with the Committee on Housing but I met with Congressman Albee Benitez who is the Chairman of Housing, I think everything will fall into place.

    Q: Kay Duterte po… VP LENI: Housing na lang muna…

    Q: Di po ba nakakahinayang…

    VP LENI: Siyempre nakakahinayang pero iyong sa atin naman I think mahahanapan iyon ng paraan. Hindi meeting pero to repair whatever damage there is sa ating relations.

    Q: Dapat po ba maging cautious ang pangulo sa pagbitaw ng statements?

    VP LENI: Sa tingin ko lahat tayo. Hindi lang ang pangulo, pati ako at lahat ng government officials kasi what we say hindi ito personal.

    Kaming lahat kailangang maging maingat.
