INVITATION TO BID
OFFICE OF THE VICE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES

SUPPLY AND DELIVERY OF ONE(1) UNIT BRAND NEW UTILITY VEHICLE
1. The Office of the Vice President of the Republic of the Philippines (OVP), through the FY 2012 Appropriation – CO intends to apply the sum of Seven Hundred Sixty Nine Thousand Pesos (Php 769,000.00) being the Approved Budget for the Contract (ABC) for the Supply and Delivery of One (1) unit Brand New Utility Vehicle. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The OVP now invites bidders for the Supply and Delivery of One (1) Unit Brand New Utility Vehicle as described as below:
Description: Brand New Utility Vehicle Model 2012 De Luxe w/ Dual A/C
Quantity: 1
Approved Budget for the Contract: Php 769,000.00
Delivery is required within ten (10) calendar days from receipt of Notice of Awards/Contract. Bidders should have completed within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the implementing Rules and Regulations (IRR) of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act”.

TECHNICAL SPECIFICATION

Minimum Requirements:

Euro-2 compliant 4–cylinder-in-line SOHC rotary-type fuel injected 2.5 liter diesel engine; max. power of 73PS @4200rpm; max. torque of 14.6kg-m @ 2500rpm; GVW of 2,205 kgs.; kerb weight of 1,350kgs; wheelbase of 2200mm; overall length of 4290mm; overall width of 1695mm; overall height of 1970mm; 5 – speed column-shift manual transmission; power steering; 5 pcs. 5.0Jx14 steel rims & 185R14C-8PR tires; front seatbelts; analogue clock;In-dash CD Stereo with 2-speakers; 8-dip zero Paint Process; standard tools with jack. Additional features of the EURO II are Catalytic Converter and Exhaust Gas Re-circularator (EGR), New Multi-reflector Hallogen Headlamps, New Design Chrome Front Grille, Bigger radiator and additional foils under the seats on the cab as heat control insulation, New and larger rear combination lamps.
Bidders must state here either “Comply’ or “Not Comply” against each of the individual parameters of each Specification stating the corresponding performance parameters of the equipment offered. Statements of “Comply” or “Not Comply” must be supported by evidence in a Bidders Bid and cross-referenced to that evidence. Evidence shall be in the form of manufacturer’s un-amended sales literature, unconditional statements of specifications and compliance issued by the manufacturer, samples. Independent test data etc. as appropriate . A statement that is not supported by evidence or is subsequently found to be contradicted by the evidence presented will render the Bid under evaluation for rejection. A statement either in the Bidders statement of compliance or the supporting evidence that is found to be false either during Bid evaluation, post-qualification or the execution of the Contract may be regarded as fraudulent and render the Bidder or supplier liable for prosecution subject to the provisions of ITB Clause.
